四、項(xiàng)目背景
文化設(shè)施“四大館”（劃分南北兩部分，其中北片“三館一場(chǎng)”包括廣州博物館新館、廣州美術(shù)館、廣州科學(xué)館和嶺南廣場(chǎng)；南片“一館一園”包括廣州文化館和嶺南大觀園）建設(shè)，是廣州市建設(shè)新嶺南文化中心、推進(jìn)新型城市化發(fā)展的重大部署，是實(shí)現(xiàn)“文化廣州”“幸福廣州”，全面建設(shè)國(guó)家中心城市，實(shí)現(xiàn)“三個(gè)定位、兩個(gè)率先”目標(biāo)的迫切需要。根據(jù)市委、市政府的工作部署，開(kāi)展廣州文化設(shè)施“四大館”設(shè)計(jì)國(guó)際競(jìng)賽（以下簡(jiǎn)稱(chēng)“競(jìng)賽”），通過(guò)本次競(jìng)賽將文化設(shè)施“四大館”打造為世界一流、經(jīng)得起時(shí)代檢驗(yàn)的文化設(shè)施精品。
其中“一館一園”項(xiàng)目位于海珠湖北部，將把多種嶺南文化、名園引入海珠濕地，從多個(gè)方面展現(xiàn)嶺南地區(qū)不同類(lèi)型的文化特色和地域風(fēng)俗，打造廣州文化館。
競(jìng)賽業(yè)主單位為廣州市文化廣電新聞出版局，項(xiàng)目建設(shè)管理單位是廣州市重點(diǎn)項(xiàng)目建設(shè)辦公室，競(jìng)賽組織單位為廣州市規(guī)劃局。本次競(jìng)賽成立廣州文化設(shè)施“四大館”國(guó)際競(jìng)賽委員會(huì)，作為競(jìng)賽工作的決策機(jī)構(gòu)，負(fù)責(zé)組織協(xié)調(diào)、指導(dǎo)、監(jiān)督檢查和糾紛調(diào)處等工作，對(duì)競(jìng)賽工作中的重大事項(xiàng)行使決策權(quán)，下設(shè)評(píng)審委員會(huì)和競(jìng)賽委員會(huì)辦公室。
五、項(xiàng)目簡(jiǎn)介
1、名稱(chēng)：廣州文化設(shè)施“四大館”設(shè)計(jì)國(guó)際競(jìng)賽——“一館一園”項(xiàng)目
2、工作內(nèi)容（具體以競(jìng)賽技術(shù)文件為準(zhǔn)）：
（1）“一園”（嶺南大觀園）整體詳細(xì)景觀設(shè)計(jì)
“一館一園”用地東起新光快速，西至楊灣涌，南抵海珠湖，北至新滘南路，總占地面積34.45公頃（合517畝），競(jìng)賽成果應(yīng)對(duì)園區(qū)34.45公頃進(jìn)行園林景觀設(shè)計(jì)。競(jìng)賽成果達(dá)到修建性詳細(xì)規(guī)劃深度。
（2） 廣州文化館建筑群占地面積約14公頃，總建筑面積為30000平方米。競(jìng)賽成果達(dá)到建筑設(shè)計(jì)方案和園林景觀設(shè)計(jì)方案深度。
六、競(jìng)賽活動(dòng)期限
競(jìng)賽時(shí)間為2013年9月4日（北京時(shí)間，下同）至2013年12月20日。報(bào)名時(shí)間為9月4日至9月23日，9月27日公布獲邀參賽單位名單,10月11日發(fā)布競(jìng)賽技術(shù)文件、召開(kāi)技術(shù)答疑會(huì)，并進(jìn)行現(xiàn)場(chǎng)踏勘。設(shè)計(jì)中期競(jìng)賽組織單位對(duì)參賽各方進(jìn)行初步成果檢查，具體安排將提前通知。各參賽單位需在12月20日下午16：00前將競(jìng)賽最終成果送達(dá)指定地點(diǎn)。2014年1月競(jìng)賽組織單位召開(kāi)成果評(píng)審會(huì)，評(píng)定3家優(yōu)勝設(shè)計(jì)方案（具體時(shí)間以競(jìng)賽組織單位通知為準(zhǔn)）。
七、競(jìng)賽方式
（一）競(jìng)賽形式
本次競(jìng)賽采取邀請(qǐng)競(jìng)賽形式，通過(guò)在網(wǎng)站發(fā)布報(bào)名公告，公開(kāi)接受?chē)?guó)內(nèi)外設(shè)計(jì)單位(或聯(lián)合體)的報(bào)名。由評(píng)審委員會(huì)對(duì)報(bào)名的設(shè)計(jì)單位進(jìn)行資格評(píng)選，選出8家設(shè)計(jì)單位作為正式邀請(qǐng)參賽單位。每家參賽單位限報(bào)送1個(gè)設(shè)計(jì)方案；不受理未被邀請(qǐng)的設(shè)計(jì)單位報(bào)送的設(shè)計(jì)方案。
（二）競(jìng)賽評(píng)選方式及費(fèi)用支付方法
正式獲得邀請(qǐng)的參賽單位，按技術(shù)文件規(guī)定報(bào)送競(jìng)賽成果文件并經(jīng)評(píng)審委員會(huì)審查符合本次競(jìng)賽要求的，可獲成本補(bǔ)償費(fèi)人民幣50萬(wàn)元（含稅），未通過(guò)技術(shù)審查或無(wú)效的成果不獲得成本補(bǔ)償費(fèi)。
競(jìng)賽委員會(huì)組織評(píng)審委員會(huì)對(duì)8個(gè)競(jìng)賽方案進(jìn)行評(píng)審，評(píng)選推薦3個(gè)優(yōu)勝方案。
（三）后續(xù)工作
業(yè)主單位將在3家優(yōu)勝方案的設(shè)計(jì)單位中挑選1家作為中標(biāo)單位，中標(biāo)單位將獲得“一館一園”項(xiàng)目方案設(shè)計(jì)至施工圖階段的設(shè)計(jì)權(quán)。設(shè)計(jì)費(fèi)由中標(biāo)單位與項(xiàng)目建設(shè)管理單位進(jìn)行商定，并簽訂建筑勘察設(shè)計(jì)合同。
八、競(jìng)賽報(bào)名的要求
（一）報(bào)名條件
1、境內(nèi)設(shè)計(jì)單位須具有獨(dú)立法人資格，具備住建部頒發(fā)的有效的建筑設(shè)計(jì)甲級(jí)資質(zhì)和相應(yīng)園林景觀設(shè)計(jì)經(jīng)驗(yàn)，境外設(shè)計(jì)單位必須具有同等規(guī)模建筑設(shè)計(jì)經(jīng)驗(yàn)或者具有國(guó)際重大影響力的代表作品。同一法定代表人的不同機(jī)構(gòu)（含全資子公司及其控股公司），不得同時(shí)報(bào)名參與本國(guó)際競(jìng)賽項(xiàng)目。
2、本次競(jìng)賽允許聯(lián)合體參與競(jìng)賽。
（二）報(bào)名方法
1、有意參加競(jìng)賽的設(shè)計(jì)單位必須在報(bào)名截止時(shí)間前將填好的報(bào)名登記表、報(bào)名文件（簽字并加蓋公章）傳真或電郵（郵箱地址為：gzcqc2006@163.com）至競(jìng)賽組織代理單位。
2、同時(shí)將所有報(bào)名文件以書(shū)面形式在報(bào)名截止時(shí)間前送達(dá)或郵寄至競(jìng)賽組織代理單位。
（三）報(bào)名截止時(shí)間為北京時(shí)間2013年9月23日上午10：00（以競(jìng)賽組織代理單位接收書(shū)面報(bào)名時(shí)間為準(zhǔn)）。逾期抵達(dá)的文件概不受理。
（四）報(bào)名登記表（詳見(jiàn)附件1，可先傳真或郵寄至競(jìng)賽組織代理單位）
（五）報(bào)名文件（詳見(jiàn)附件2，請(qǐng)以A4紙裝訂成冊(cè)，一式一份）
1、報(bào)名以收到報(bào)名參賽紙質(zhì)資料為準(zhǔn)，包括報(bào)名參賽單位名稱(chēng)及資質(zhì)說(shuō)明、報(bào)名參賽單位簡(jiǎn)介、資信證明、獲獎(jiǎng)證書(shū)、報(bào)名參賽單位的相關(guān)經(jīng)驗(yàn)、設(shè)計(jì)人員的組成、主要設(shè)計(jì)人員相關(guān)設(shè)計(jì)經(jīng)驗(yàn)、競(jìng)賽報(bào)名單位聲明（正本，簽字并加蓋公章）。
【注明】設(shè)計(jì)單位的項(xiàng)目業(yè)績(jī)資料應(yīng)包含：項(xiàng)目名稱(chēng)、項(xiàng)目地點(diǎn)、項(xiàng)目規(guī)模、所承擔(dān)的設(shè)計(jì)內(nèi)容、主要設(shè)計(jì)人員、項(xiàng)目完成情況（正在進(jìn)行、已經(jīng)完成）、項(xiàng)目圖片（設(shè)計(jì)圖或?qū)嵕罢掌?、業(yè)主聯(lián)系電話(huà)。
2、法人代表證明、法人代表授權(quán)委托書(shū)、被委托人身份證復(fù)印件（均需加蓋公章）。
3、報(bào)名參加本次競(jìng)賽的設(shè)計(jì)負(fù)責(zé)人及主要設(shè)計(jì)人員履歷和專(zhuān)業(yè)資格證明復(fù)印件，以及近五年的同類(lèi)業(yè)績(jī)、獲獎(jiǎng)情況等相關(guān)材料（加蓋公章）。
4、以聯(lián)合體名義報(bào)名參賽的設(shè)計(jì)聯(lián)合體應(yīng)提交所有成員共同簽署的“聯(lián)合體合作協(xié)議”（正本，簽字并加蓋公章）。
注：競(jìng)賽報(bào)名單位必須確保提交的報(bào)名相關(guān)資料真實(shí)可靠，競(jìng)賽組織機(jī)構(gòu)有權(quán)在競(jìng)賽報(bào)名時(shí)、競(jìng)賽評(píng)審過(guò)程中及競(jìng)賽評(píng)審結(jié)果確認(rèn)前要求競(jìng)賽報(bào)名單位提交原件資料或其他方式進(jìn)行驗(yàn)證，競(jìng)賽報(bào)名單位需自行承擔(dān)因提交資料不真實(shí)或其他原因造成的一切后果。

二、本公司保證在本項(xiàng)目參賽中不與其他單位圍標(biāo)、串標(biāo)，不出讓競(jìng)賽資格，不向方案競(jìng)賽主辦單位或評(píng)標(biāo)委員會(huì)成員行賄。

Announcement on Project Application of One Museum and One Garden under the International Designing Contest for the Four Venues among Cultural Facilities in Guangzhou

Part Four Project background
The construction of the four venues (including the new museum,GuangzhouArtGallery,GuangzhouScienceMuseum,Lingnan Squarein the northGuangzhouCulturalMuseumandLingnanProspectGardenin the south) is a major deployment forGuangzhouto build up Lingnan cultural center and advance new urban development. Besides, it is also the urgent requirement to construct “culturalGuangzhou” and “happyGuangzhou”in addition to building up a national central city and realize the objectives which can be summarized as “three positions and two priorities”. In accordance with the work planning of Guangzhou Municipal Party Committee and Guangzhou Municipal Government, Guangzhou aims to build the four venues in this city into world-first-class and time-honored cultural classics by launching the international designing contest for the four venues among the cultural facilities in Guangzhou (hereinafter referred to as “contest”).
The project of one museum and one garden is located in the north ofHaizhuLake. This project aims to introduce opulent Lingnan culture and famous gardens into Haizhu wetland in an effort to demonstrate the cultural characteristics and regional customs in various regions of Lingnan area from different perspectives and build upGuangzhoucultural museum.
The proprietor in this contest isGuangzhouCultural, Radio and TV, Press and Publication Bureau. The construction management of this project isGuangzhouKey Project Construction Office and the contest organizer isGuangzhouUrban Planning Bureau. Especially, the contest has established the international contest council for the four venues among the cultural facilities inGuangzhouand this council is responsible for organization, guidance, supervision and dispute resolution as the leading decision-making organ. In addition, this council is entitled to make decisions on key events in the contest and a review committee and contest committee office is under the council’s subordination.
Part Five Brief Introduction to the Project
1. Name：Project ofOneMuseumandOneGardenunder the International Designing Contest for the Four Venues among Cultural Facilities inGuangzhou
2. Work content (details seen in the technical document of the contest)
(1)Overall landscape design of one garden (LingnanProspectGarden)
The scope for one museum and one garden ranges from Xingang Express in the east toYangwanRiverin the west, fromHaizhuLakein the south toXinjiao South Roadin the north. The scope covers an area of 34.45 hectares (which is tantamount to 517 mu) and the contest outcome is for the garden landscape design of the 34.45-hectare garden. The contest outcome reaches the depth of preliminary scheme of the regulatory detailed planning.
(2) Architectural cluster design forGuangzhoucultural museum
The architectural cluster covers an area of 14 hectares and the total construction area stands at 30,000 square meters. The contest outcome reaches the depth of construction plans and garden landscape design.
Part Six Duration of the contest
The duration of this contest spans from Sept, 4th, 2013 (atBeijinglocal time) to Dec, 20th, 2013. The application time spans from Sept. 4th to Sept., 23th, 2013. On Sept, 27th, 2013, the list of attending contestants under invitation will be released. On Oct. 11th, 2013, the technical document for the contest will be released and the technical Q and A session will be convened in addition that the site survey will be conducted as well. In the middle of the design process, the contest organizer will carry out a review on the contestants’ preliminary results and the specific arrangement will be announced in advance. The contestants have to submit their final outcomes to the designated site before 16:00 on Dec. 20th, 2013. In Jan. 2014, the contest organizer will convene a review meeting so as to choose 3 prize-winning design plans (specific time will be announced by the contest organizer).
PartSeven Waysof the Contest
(1)Forms of the contest
The contest will be in the form of invitational competition. By publishing the application announcement on the website, the contest is accessible to the public application of the design organizations or alliances in and out ofChina. The review committee will review the qualifications of the applied design organizations in an effort to choose 8 design organizations as the invited contestants. Each contestant shall be limited to submit only one design plan and the design plan of uninvited design organizations shall be rejected.
(2) Ways of appraisal and payment-making
The invited contestants, if their design results are submitted in line with the stipulations of the technical document and they are proven to comply with the contest requirements upon the review committee’s inspection, shall be entitled to a compensation of RMB 0.50 million (tax included) while the contestants failing to pass the technical review or submitting futile results shall not be compensated. The contest council will organize the review committee to review the 8 plans in an effort to select the 3 prize-winning design plans.
(3) Follow-up work
The experts will select one from the three prize-winning design organizations as the bid-winner. The bid-winner will be authorized the design rights from construction plan design to construction drawing ofGuangzhouCulturalMuseumandLingnanProspectGarden. The design fee will be negotiated by the bid-winner and the construction management who will sign a construction survey and design contract.
Part Eight Requirements of contest application
(1) Conditions of application
1. The domestic design companies shall have independent legal personalities in addition to having effective A-class certificates on construction design issued by the Ministry of Housing and Urban-rural Development of People’s Republic ofChinaand related experience on garden landscape design. The foreign design organizations shall have equivalent construction design experience on the same construction scale or have internationally influential representative works. The different braches under the same legal representative (including wholly-owned subsidiaries and their holding companies) shall not be allowed to apply for the international contest at the same time.
2.Alliancecontestants are allowed in this contest.
(2) Ways of application
1. The design organizations intending to join in the contest shall submit the filled application form and documents with signatures and official seals to the delegated organizer by fax or e-mail (e-mail address: gzcqc2006@163.com) before the application deadline.
2. The design organizations intending to join in the contest shall submit all the application documents in the written form to the delegated organizer directly or by mail before the application deadline.

3. the design leaders and chief designers’ CV and professional qualification copies, the performance on the similar projects and certificates of award in the recent five years (Official seals need to be affixed).
4. The alliance contestants in this contest need to submit the alliance cooperation agreement (in original copy and the agreement needs to be affixed with signatures and official seals) signed by all the members and the leading organization is to be marked.
Notes: The applicants must ensure the accuracy and authenticity of their application documents. The contest organizer shall reserve the right to require the applicants to submit original documents or verify their submitted material in other forms in time of application, in the middle of the review process and before the review result confirmation. The applicants shall bear all the consequences arising from false materials or other causes.
Part Nine Providing the announcement is not in conformity with the technical document of the contest, the technical document shall prevail.

Within the two years until the due date of the competition registration, no major projects’ quality problems have been confirmed by relevant administrative authorities in written form. (1) The organizer of the consortium is responsible for the contact with the project schemes organizer;
